Note: Section 51.1-800 of the Code of Virginia requires political subdivisions with populations greater than 5,000 to provide for retirement systems for their employees either by participating in VRS, or by establishing a local retirement system that equals or exceeds two-thirds of the service retirement allowance that the employees would have received from VRS. Localities forfeit Alcoholic Beverage Control profits if they fail to comply with the standard. All elementary and secondary school teachers are members of VRS.
